Interoperability of Multiple First Responders in El Dorado Hills County, CA
El Dorado Hills, CA (December 2008) —
Santa Ana, California (December, 2008) El Dorado Hills County, CA, successfully implemented a comprehensive multi-agency system using GST’s advanced real-time tracking and mobile mapping technologies in December 2008. The system consists of GST Tracker Server to support real-time tracking and operations, GST Database Server for organization of vehicle history database to assist management and planning, GST Mapper MDC software for mobile data computers (MDC) installed with GPS devices, and GST VIEWER software for dispatch workstations, fire chief’s and commanders’ workstations, and laptops in mobile command posts.
One of the most important system requirements is to interface with CAD to support mission-critical operations. Using GST CAD Interface, the system receives incident information from the CAD in real time, displays the incident location at the map center on the Mobile Data Computer of the vehicle assigned to the incident, and generates the fastest route from the vehicle’s current GPS position to the incident whenever routing information is needed. The CAD message can also be displayed in a separate window inside the map, thereby enabling the user to view the map with vehicle location and incident location, and all the needed incident information, simultaneously.
The system is well supported by El Dorado Hills County that provides multiple layers of GIS data to enhance effectiveness of emergency response, including street centerline, parcels, hydrants, scanned images of USGS topographic maps, and aerial photography. In addition to the wealth of spatial information critical for situational awareness, GST’s mobile AVL function enables each user to view the current locations of other vehicles on the MDC.
This system is designed to support joint operations of multiple first-responding agencies, including fire departments and ambulance dispatches, in El Dorado Hills and South Lake Tahoe. At present, the system supports eleven agencies jointly dispatched by California Department of Forestry and Fire Protection at Camino. In the next phase of implementation that will start immediately, the system will be expanded to support four additional agencies in South Lake Tahoe. The expansion will add another GST-CAD interface to integrate two different CAD systems together and provide one common operating picture for all fifteen participating agencies.
